Wilma “Billie” Colvin, 89, of North Little Rock passed away peacefully December 23, 2019.  She was born October 29, 1930 to the late Neil and Mattie (Fisher) Matheny Newcombe in North Little Rock, Arkansas.

Billie, as she was affectionately known, worked her magic on a moments notice whipping up costumes for school musicals and plays, as well as beautiful gowns for dances and proms.  She took much pride in growing her monster tomatoes every summer and canning many a jar of homemade pickles with one thought in mind, giving them to family and friends. Billie delighted in cooking for her family and making her home ready to welcome her children on every holiday or special occasion. She loved picking bouquets of roses, lilies, hydrangeas grown in her back yard and then surprising friends with these bits of joy!

Though bittersweet, we are all extremely happy for her to finally be back in the arms of her adoring husband, Carroll and under God’s watchful eye.  The love she showed her family was unmatched and her tender caring heart showed in everything she did always putting her family’s needs before any and everything else.  The kindness of her spirit will always be remembered.

She is preceded in death by her parents Mattie Fisher Newcombe and Ira Neil Matheny; and her husband Carroll P. Colvin.

Billie is survived by three daughters, Connie Smith (Billy) of North Little Rock, Phillis Westerfield (Eric) of Little Rock, and Carol Ann Moore (Bryan) of Jonesboro; three grandchildren Cara Ferguson (Kevan) of Mesquite, TX, Patrick and Sophia Moore of Jonesboro; two great grandchildren Hayden and Connor Ferguson of Mesquite, TX; brother in law Mackye Colvin of Sherwood;  three nephews and her adored cousin, Bobby Fisher of North Little Rock.

The family would like to thank the staff of House of Three, Arkansas Hospice and our special friend and caregiver, Leah Hill for her genuine love and devotion.  In lieu of flowers, donations can be made to Park Hill Baptist Church, 201 E. C Ave, North Little Rock, AR 72116, or a charity of your choice.

Visitation will begin 9:00 AM, Friday, December 27, 2019, followed by a Funeral Service at 10:00 AM at Smith North Little Rock Funeral Home.  Interment will follow at Rest Hills Cemetery.
