Joe Preston Carter, 83, of Little Rock, passed away February 3, 2011. He was born in Kennett, Missouri to Ed and Irene Carter and was the owner/operator of Joe Carter Enterprises. He was a U.S. Army veteran of WWII and a member of American Legion Post 332.
He is survived by his lifetime friend, Dorthy Keathley of Little Rock; brother, Buell Carter of Blytheville; sister, Kathryn Parkinson of Caruthersville, Missouri; nieces, Leah Mohlke of Conway and Ruth Billings of Kentucky; nephew, Casey Billings of Kentucky; numerous relatives and friends, and best friend, Edgar Hall. He was preceded in death by his wife Ruth Carter.
Visitation will be Tuesday, February 8 from 6-8 p.m. at Little Rock Funeral Home, 8801 Knoedl Ct. (NW corner I-630 and Barrow Rd.), Little Rock. A private graveside service will be held at a later date. Memorials may be made to Arkansas Children's Hospital.
